What is the difference between Dynamics 365 Business Central Essentials (36 mo) Cloud Migration Promo ( f2ed7088-0d8f-45c5-813c-c21029134976 ) and Dynamics 365 Business Central Essentials (36 mo) (2738e396-9f13-4a67-b0da-4cbbf082ac44 ) ? Please help!

The Cloud Migration Promo is part of the Bridge to the Cloud 2 promotion. The customer has to meet the requirements of the promotion to be eligible for those licenses. Essentially an active Dynamics NAV customer current on their Enhancement Plan becomes eligible.

The second license is used for new customers moving to Business Central from a non-Microsoft product. This is the standard license used for non-Manufacturing and non-Service related businesses.

For new customers, you don't need to do the 36-month commitment. That is currently the biggest stumbling block for the Bridge to the Cloud 2 promotion.
