Is there a way to restrict the "Account Identification" you can select while creating a "Vendor Payment Journal" based on the "Payment Specification" selected.
I am trying to restrict a user to be able to only select saved ACH instructions when the ACH "payment specification" is selected. This way the user doesn't select an incorrect (NON ACH) "Account Identification".

If you are referring to the Account identification field on the Bank tab of the Vendor payments journal, then this represents the vendor's bank account and it cannot be restricted based on the selection of the Payment specification.
If you are using Electronic Reporting for the payment file generation, perhaps you can explore the option to introduce a validation based on the Account identification and Payment specification when generating the payment file. However, you would need to have a clear attribute to identify an ACH vs non-ACH bank account.
