Download the log, unzip it and check the .error file. You would get a reason why the package failed.

Please confirm that you closed Visual studio on your VM before you initiated the update.
If this was on before the update, this could be a reason.
Have you tried to press on "Continue" button to test if it resolve the issue?

Are you using Retail in this environment? How long was the update running before this error appeared?
Kindly check the events log on your VM if you could get further details.

Can you check if you still have Visual Studio 2015 installed on this VM? The support for this version has been deprecated. Before you can upgrade you need to install Visual Studio 2017 or 2019 on this VM. Also, you need to install .NET framework 4.7.2 prior the update.
An alternative to get to the latest version would be deploying a new VM with the current version.

I have VS 2017 15.9 and same .NET framework as you have mentioned, but still i am not able to update the env.
