If you leave things up to Microsoft, they will want you to have a separate server for each application. Given your scenario above, put the MR client on the Citrix Server and install the MR Server components on the SQL Server. I would not install MR on the Web Server.

There are two components to Management Reporter. There is the server component which installs the MR Configuration console and the workstation component which installs MR Designer and MR Viewer.
I like to have a full install on the SQL server for trouble shooting purposes but with some clients that isn't the case so on the SQL server I have the MR configuration console installed and then on an application server/terminal server the client components, Designer and viewer.
For those not running app or terminal servers then the Designer and viewer are installed on workstations
If you have users that need to access via citrix then you need to have the MR Designer and Viewer installed on each Citrix server. I would also assume that you need to have MR Designer and viewer installed on your web server if that is how your users will need to access Management Reporter
