I am seeing that though credit limit check is enabled and set to 'Error', if posting to customer account using General Journal, though while validating the Journal system displays the credit limit exceeded error but still allows to post though the customer credit limit is in negative.
Can you please suggest if this is by system design?

As far as I know, its only for the mentioned documents, which you can define in the parameters if you want the credit limit to apply on all of these or just part of them.
Unfortunately, MS handles documents and journals differently, not only in this case but in general.
