How do I get past a Visual Basic initialization failure error?

I get the error "Visual Basic initialization failure. The VBA environment has not been installed, or is configured incorrectly." in Microsoft Dynamics GP (version 10.0.1701) when I either select Tools > Customize > Visual Basic Editor or when I attempt to import a customization with VBA attached to it. I have follow the GP knowledgebase articles 861966 to re-install Microsoft Office and 861062 to re-install Microsoft Dynamics GP. Neither worked. I think I may have a corrupt registry. This is on a Windows Server 2003 R2 (32-bit) machine? How do I resolve this issue? Thank you.

    I got past this message by installing the VBA components from the Office 2003 package on the system.
