Currently, when you book through the URS, it creates a Bookable Resource Booking. Is it possible to instead create an appointment record? Is this customizable? We'd like to display appointments (because of outlook tracking) in the schedule board instead of bookable resource bookings.

You can schedule any entity you want but you will always need a Bookable Resource Booking to go along with it.
So the answer is really no, you cant show anything else apart from Bookable Resource Booking
