Item Tax is locked in Item Properties - (VAT)

hi,

i have created item tax and sales tax for the newly launched VAT in the UAE, but still it doesnt show in our item properties - the item tax is showing as LOCKED and cant scroll down or click on it to choose from it.

Attached is how it looks like and the steps as followed from the manual.
