System Setting > General > Impact of Set whether reassigned records are shared with the original owner is set to No/Yes
Hi,
Sharing and assigning two different concepts, when you say you are assigning record to some other user that means the current owner may have BU or Organization level entity access and can still see the records.
So try to provide entity user level access to the user security role so that only user can see the his owned records.
