Could not load file or assembly 'netstandard' or one of its dependency

I've developed a simple plugin to assign an unique ID at the pre-operation of custom entity. I've developed this in VS2017, also there is no problem registering the plugin assembly through registration tool but I came across with following exception at the execution of plugin assembly.

Any idea to resolve this?
