only year changed, MS portal policy did't :), in medium to long term, MS wants everything to be online. Makes sense for them and in some ways for customers as well.
You have two options
1. Custom development (Perhaps a ASP.Net portal)
2. CRM Portal for onprem - one time source code download. This will not be supported by MS.

If you are looking for the Microsoft's Dynamics 365 Portal to be integrated with your On Premise then I don't think it will be available. Microsoft release the one time source code which can be used/maintain by the On Premise user.
