Duplicate Detection Rules broken in 9.1.26?

Since updating Customer Engagement to patch 9.1.26.23 (from 9.1.17), Duplicate Detection rules are broken.
When an existing record is edited that makes it a duplicate according to match codes, Customer Engagement opens a dialog indicating how many duplicate records were found. However, there are no records shown; instead there's a message about There are no [records] to show in this view. To get started, create one or more [records]. 
If you create a brand new record that makes it a duplicate according to match codes, Customer Engagement opens a dialog indicating how many duplicate records were found AND it shows the duplicate(s) records.
 
We have the option enabled to exclude Inactive Records
We have the option enabled to exlcude Blanks.
