Missing User Filters for Server-Side CRM to Exchange Sync

We have turned on server-side sync between our Dynamics CRM online and Exchange (O365) environments.  For the majority of our users everything is working great.  Appointments are flowing from CRM and showing up on user's Outlook Calendars.  However for a few users, nothing is coming across.  When those users go to look at the "Synchronization Settings for Outlook or Exchange", the "User Filters" tab is empty.  When we try to create a new filter the new dialog pops up, we fill in all of the information and click save.  Still nothing shows up in their list and nothing is syncing. 

We downloaded the XRM toolkit which allows us to pull up a user's filters.  When we pull up the filters for a user in question, it lists all of the filters we expected to see including the ones we created when we clicked the new button.  Seems like there is some disconnect. 

Has anyone experienced and better yet resolved it?

    Brian, we have exactly same issue in our organization. About 30% of users affected and it applies to new as well as older user accounts.

    Does anyone have solution for this issue?

    1. Go to Users   Active users  select the User.

    2. Go to Roles   and remove the global admin Role.

    3. Now go to licenses and remove the license.

    4. Open the CRM organization and go to Settings  Security  Users  and check if the user is already disabled.

    5. As soon as you notice that your user is disabled, please provide the license again in the O365 portal.

    6. Wait a few minutes and test again

    Note: this will force all user attributes in the database

    We are on prem 2016.  Exactly the same problem.

    to fix : go into user and remove all roles.

    disable user

    (i counted to 30), but I think this is not required

    enable user

    re-add roles

    I was actually remotely connected to the user and as soon as I enabled I saw the filters appear!
