Permission set import bug

Hi,
I am trying to move custom created permission sets between databases. I run the export - and I get the XML with permission sets and permissions within them.
For example:
-<TenantPermission>
<ObjectType>Table Data</ObjectType>
<ObjectID>17</ObjectID>
<ReadPermission>Yes</ReadPermission>
<InsertPermission>Indirect</InsertPermission>
<ModifyPermission>Yes</ModifyPermission>
<PermissionType>Include</PermissionType>

When I import this permission set, all the blank values (as for example Delete permission) is automatically added as Yes, instead of blank=no.

Anyone knows a workaround or best practice regarding this? 
Only thing I can think of - is to import them as they are now - because it imports the included other permission sets, and then to overwrite those lines through configuration package?

Has this bug been reported? 
I am using BC21.2 , but I think I remember I tested previously on BC19.5 and it was the same there.
