My customer has some factories in remote locations with absolutely no connectivity.
Two parts to the question:
1. Minimum network requirements for video calls over Remote assist mobile and
2. Can a Hololens 2 with Remote assist work based on mobile data tethering since there isn't wifi?

Hello, no... my interpretation of his ques, is that "tethered data" refers to a "USB cable" between the HL and a mobile phone. He will have to clarify.
Isn't the mobile hot spot the same that neeti asks for (tethering)? From my PoV it's feasible, just depends on the speed and latency that your hotspot connection provides.

Worst case RA switches to low-bandwidth mode where both sides annotate on a frozen image.

I do not believe that would be possible... my advice would be to create a Mobile Wifi HotSpot
with your phone, and then connect HL via Wifi to the phone. However, not certain if it will have
the required bandwidth required for the D365-RA app.
