I am unable to figure out the right entity or condition to trigger this email. I looked at post and user but couldn't figure it out.
EXAMPLE: Sam posts "@Arun, what time is our meeting" in the Social pane or Activities Post.
When Arun(user) is tagged in a Post, I would him (tagged user) to get an automatic email notification.
Can anyone suggest how to do this with workflow?

You can achieve this my creating a workflow on Post entity record created.
The write your own custom plugin and take input parameter as post text and return output parameter as EntityReference of target type "systemuser" and the bind this property to "To" of email.

In standard workflow terms you cannot do this, There is no way to convert the content in the post into a username (even if it is tagged)
Stay up to date on forum activity by subscribing. You can also customize your in-app and email Notification settings across all subscriptions.
