Hey, I confused on how these are different, when I read about relevance search is appears it is powered by Azure Search. However when I go to the Azure Search site it appears I need to add it as a subscription. So I am confused how these are different, whether they do different searches or whether subscribing to Azure Search speeds up Relevance Search.

partially correct, see whenever you enable relevance search, it will always be based on Azure search, it will sync data between your crm org and azure search db. Once data is synced then Azure search will take over and will provide the relevance search result. This is in context of CRM Online.
Now enterprise architect might want to go beyond dynamics crm, and for that broader purpose he can configure Azure Search which can connect to other datasources and give a enterprisewise result set.

So does that mean if I have online and have relevance search on, then Azure search will make it better, or just give me access to more Search features not directly related to relevance search?

Hi below is my take on this:
Relevance search works only on online environment hence it can leverage the power of Azure search. Basic underlining architecture remains the same whether you use relevance search or direct Azure search (via subscription). Relevance Search service is provided free for CRM online customers, however it will always be a subset of Azure search which provides a larger umbrella.
