how i can customize or develop new forms on GP 10 using dexterity? where can i find dexterity application development?

It should be one of the options when you run setup.exe for GP from DVD or .iso
The Dexterity product is in the Tools folder in the Dynamics GP 2010 CD. It can also be downloaded from Partner or Customer source.
In terms of customising / developing new forms, it depends on what your expertise is. But, there are a lot of resources / sample code and manuals available on line.
