Physical Inventory does not match available inventory Location and above

I have a customization that Transfers a Whole License Plate from one warehouse to another using the mobile device.  I'm not looking for an exact answer but am looking for some guidance on troubleshooting my issue.  After moving the Whole License Plate, the inventory On Hand does not show up properly.  For example:

Item1 - Site 1 - Warehouse 1  = Physical 10 - Available 11

Item1 - Site 1 - Warehouse 2 = Physical 1 - Available 0

In this scenario, I moved the item from Warehouse 1 to Warehouse 2.  If I look at the on hand with ALL dimensions selected, then the inventory shows correctly but when I look at only Site/Warehouse, the numbers don't match.  I do not have any orders or resverations that are changing the values.  When I look at the InventSum table, the values display and add up correctly but when I look at the WHSInventReserve table, the number are correct until about Hierarchy level 4, then they are wrong.

My question is... besides the InventTrans table, is there another table that feeds the WHSInventReserve?  How can I find where I'm missing something?  The behavior appears that the physical is moving but the available is not moving.  Tables, methods, classes, anything would be helpful.

    To Anyone that tries to create a customization to move material from one warehouse to another, be sure to use Transfer Journals and not Work.  It will wreck your inventory.  I have been able to clear up this mistake but to anyone else out there that stumbles across this, you have been warned.
