Access Denied for Home page

Hi All,

I need some help with this issue for a while now and still cannot figure out what is wrong. 
Web page access control rules for Home page is only the default one "Grant Change to Administrator".
There is only one Home page with "/" partial url.
I have tried restarting the portal as well. And clear cache with "/_services/about"

This is the view on Anonymous users. Home page always redirect to login and no CSS

**When I logged in the portal looks fine as expected.

    Hi Tino,

    Yes, tried Opera, Firefox, edge, I even tried Chrome incognito.

    Not sure what else to check.

    Can you try Portal state on/ off and see if it works?

    Hi Ravi,

    Yes, I have done that just now and still the same, access denied, even the /theme.css is also access denied.

    It is weird that this has been working for months then suddenly this happens.

    Did you ever get to the bottom of this? I am getting exactly the same issue. I made lots of changes yesterday, so I don't know whether it was something I did to break it. Like you said as soon as you login all appears like you would expect.

    Hi Adrian,

    Not yet, there is actually an on-going investigation in Microsoft support team for this involving devops team, and it also took a while now.

    I'll get back here once the issue will be resolve.

    Found the solution in our issue (this might be different from other scenarios)

    There is an attribute of Publishing State entity as "isVisible", it needs to be checked inside "Published" state.
