Resource requirement is specified at the resource group level.
We have a requirement to schedule a job on all the available resources from a resource group so that we meet the delivery date without stretching a time line.
In addition, job can start at a different time on different machine.
Is this something possible to achieve out of the box?

It is the dynamic nature of it you cannot do - you need to tell it how it works to schedule and plan. You cannot say use this "group" and if 5 of 10 are free use 5, it does not do that as standard unless you tell it to use 5. The availability is no issue, it is the use 1-10 resource based upon availability that is the issue. When planning runs your first job would take all 10 leaving every job behind late :-)

In our case, we expect number of resources to be used for scheduling depends on their availability.
In other words, if resource group has 10 resources and if five resources are available today those five should be picked up for the scheduling.
Having said that, we cannot fix the number of resources at route level.
Load factor will not work for us either, as machine can be loaded 100 % always provided capacity is available.

You would use the number of resources on the route, so if your group had 4 resources and you route said use 4 it would use all of them, use 2 it would use 2 of them. As for the different times that would depend upon load and finite setting I guess, you would need to try it.
