Dynamics GP Web Services - Is a virtual directory required?

We are trying to resolve this problem:  When we try to enter Dynamics Web Services Exceptions we get this message: Cannot access the exception service.  Verify that the configuration file exists and contains the correct path to the exception service.

We've checked the URLs in the cfg files, and they're ok.  One suggestion was to uncheck the allow anonymous access box for the virtual directory; however, when we try to view the virtual directory for GP Web Services in IIS (6.0), there are no virtual directories defined.  Should there be?  Are they required?  Is there a preferred (default) location for the virtual directory?
