Advanced Find navigation problems/icons moved/menu missing

Recently, one of my clients implementations always shows a really messed up version of the Advanced find interface. I have many clients and use the same browser (IE 11) and only this one instance does this. It is dev and I have no issues in their Test or Production environment, so it's not even specific to the client or their customizations. Here's what I see regardless of what I do to try and clear up the view of Advanced Find.

Has anyone see this before? Were you able to resolve it?

Dear Clint,

I think the issue came from Security Update for Microsoft Windows (KB3008923).Please add domain of your CRM site into the list of sites to view in compatibility mode,
