Showing a popup when a user logs in to CRM 2011 On Premise

I want to show a compare the timezone of a user with the timezone he has set in his CRM setting, and need to show the result in a pop-up; all this when the user logs in to CRM. Ours in a CRM 2011 On Premise Version. I tried following two options but didnt work out:

1. Added an iframe on a dashboard and added a JS file inside it.

2. Added a button on dashboard application ribbon and tried using enable rule and display rule in order to show the popup.

Can anyone please suggest me how to achieve my requirement?

    Hi Sumit,

    the Dashboard thing looks okay to me and feasible too. : stackoverflow.com/.../custom-welcome-screen-in-dynamics-crm

    what issue are you facing - also few other options are given above such as editing the siteamp xml and giving your webresource url.

    i would like to know what issue you are facing with above options.

    HI Rawish,

    Thanks a lot for your response. Actually whenever I log into CRM, I can see the webresource I added having changedd the design of dashboard (the one which gets loaded on login of CRM) but the javascript function doesn't get called. No alert is shown. Now I even tried the announcement thing which has been mentioned in the link given by you.

    Dashboard thing worked. Thank you. Now my client wants to show the popup on load of each tab, like Service, Sales, Settings etc.  I am trying to add a ribbon button and calling the JS function, but it is not working. Could you please suggest some elaborative answer?
