Payroll Tax Update Error

I have a Client that does not have internet access (non-profit) on their GP Server/Workstations so I have always updated their Payroll tax tables manually.  When I attempt to install the most recent  Payroll tax update (tx.cab) manually, I get the following error message:

"Update has failed because the digital signature couldn't be verified.  Try to complete the update again."

The Client is running Dynamics GP V10.  I have attempted the update multiple times on the server and different workstations with no luck.  In addition, I have also attempted the Payroll tax update manual process on a server running GP V2010 and an old server running GP V9 and I get the same error message.  Operating systems the upgrade was attempted include XP Pro, Windows 7, Windows Server 2000 and Windows Server 2003

I have searched Knowledge Base and cannot find any references to the error.  Any help would be greatly appreciated.

    Thanks.  

    I used Windows XP 'Extract' to create the tx.sql file and then loaded it on my test server without any problems.

    John,

    I'm using GP 9, and what I do is use 7-zip (a free zip utility on sourceforge) to decompress the cab file and this produces a tx.sql file. Then just run the tx.sql against DYNAMICS.

    Warren,

    Not sure what you mean by 'just a copy of the tables?'.

    For now I have entered the tax tables manually but do not want to have to do this with future tax updates.  

    I believe that since the error occurs on multiple workstations, on multiple servers and with multiple Dynamics GP versions there has to be a GP error in the Manual process for loading Payroll tax table updates.

    We have already tried the solution from the KB article you listed with no success.
