Getting dependency error while upgrading custom workflow activities from version 8.2 to 9.1

Our client just upgraded their CRM from 8.2 to 9.1.

I'm trying to upgrade the custom workflow activities from 8.2 to 9.1 but getting the following error.

The PluginType(d2be07f9-74ff-4797-8c65-01c39f9483bd) component cannot be deleted because it is referenced by 1 other components. For a list of referenced components, use the RetrieveDependenciesForDeleteRequest.

As there are more than 30 custom activities in one assembly, I don't want to deactivate/delete their respective workflows in CRM.

What should be the solution for this?

    I downloaded XRMToolBox but I cannnot find PLT. 

    Can you tell me the full form of TLT and how to use it?

    This can happen if the version is not latest for V9 orgs. Download latest tool and try again. if you still get this error then I would suggest not to use that tool and instead use XRM Toolbox PLT for update. This is because if you try to update plugin assembly and if tool instead of updating, register the assembly, it will remove all your existing steps (it has happened with me once)

    For the dependency error we don’t have any other option.

    But register it as new assembly and replace it all the dependable processes (need to deactivate )

    No idea why update action is also giving dependency error. I tried to change build and revision assembly version but it didn't work.

    Hi,

    If I understand currently you are trying refresh the DLLs and that must not be delete action but Update. Why is trying to delete a activity step
