Is there an OOB way to delete records using a workflow triggered onupdate, or would this require a 3rd party solution?

Unfortunately there is no OOB way to do this. You need to either create your own custom workflow activity or you can use the open source Workflow utility.
This one contains an extensive list of operation which you can do within the workflow including deleting a record with some good instruction on how to use it.

Please provide an example of the result you want to obtain, like:
"When i update a contact and the status is X i would like to delete the related parent account."
Or something else similar to the above line.
