Is it possible to sync the Active Directory with Microsoft Dynamics On premise CRM Account 2013 Without Office 365 Subscription?

You should be able to add the field on to the entity as a Data Type of Lookup tied to the entity User. Add this field to your form on the lead and you will be able to select from any users in your active directory that are in CRM. You can even use the "Lookup more records" on the bottom of the list as it appears to search across multiple user views.

Yes. We currently have Dynamics CRM 2013 sync'd with Active Directory in our on premise environment and we also have it setup as an internet facing environment (IFD) with ADFS.
AD Sync - technet.microsoft.com/.../dn531059(v=crm.6).aspx
IFD - technet.microsoft.com/.../dn609803(v=crm.6).aspx
