Business event format

I have created a couple of custom business events for a customer. Simple stuff, no encoding.

The custom business events are send to an azure service bus queue.

My question is:

What format are business events send in? I would assume utf-8, but customer claims that from a certain environment they receive data in Base64 encoded format (i can't confirm this, as the customers azure is maintained by another partner, and therefore i have no access)

Can the business event data format be altered by a setting ?

Or is a setting on the service bus queue ?

Hi, Its in Base64 format and MS adviced to transform to string format.

TY for the answer - but that does not really answer my question. Maybe I am unclear about it, så I'll try to explain with 2 screen shots of messages in services bus:

This is the message from D365FO test environment:

From the uat environment:

As you can see, one message has content type utf-8, and is therefore utf-8, but the other has not, and is therefore treated base64 encoded

Why this difference ? And which format can we expect from D365FO production environment ?
