How do I hide a button on the ribbon menu globally?

I'm trying to hide the Export the Excel button on the ribbon menu. I already know if I disable the permission "Export to Excel" the button hides, but I would like to change the display rules.

Where in the solution I could I make a ribbon menu change to effect the system globally?

    Scott Durow has a great step by step

    1. First you'll need to install the Ribbon Workbench:

    ribbonworkbench.uservoice.com/.../71374-1-getting-started-with-the-ribbon-workbench

    2. Create a small solution that contains the entity that you want to customise

    3. If you refresh the web browser and navigate to Solutions, you should see a new button for the Ribbon Workbench.

    4. Open the Ribbon Workbench and then select the solution you just created.

    5. Follow the tutorial at:

    ribbonworkbench.uservoice.com/.../102796-5-hiding-unhiding-ribbon-elements

    6. You also might want to keep the button for admin users in which case you should follow:

    ribbonworkbench.uservoice.com/.../76681-hide-a-standard-out-of-the-box-button-based-on-a

    Hopefully this will help you hide your buttons

    All of theses guides appear to point at the entity level, its there a way to make the change globally instead of having to go through each entity?
