global position hierarchy

Hi,
Does anyone know how to grant global position hierarchy (org-chart) to local human resource managers without granting access other legal entities' worker information? I have two options now:
Option 1: single organization assigned to functional roles (i.e. HR manager/assistant), and ALL organizations assigned to System user role - HR manager can access all worker's information globally including personal address changes, expiring identification records. However, the requirement is that local HR should only see local worker's personal details.
Option 2: single organization assigned to both functional roles and System user role - HR manager is only granted access to worker details in the legal entity, however loses the visibility of global org-chart (there are blank boxes...without worker names from other legal entities in the position hierarchy).
Any thoughts?
Thanks,
Max
