The Service Header does not exist.

Getting this error when I try and approve a timesheet. The timesheet only has a Project Line in it
 
The Service Header does not exist. Identification fields and values: Document Type='Order',No.='' in approving a timesheet
 
Any advice? Dont know why it is looking for a Service header?
