Can you provide some more background information? Did it work before? Was something changed on this environment if it worked before?
Have you also checked if the batch framework is working?
If you haven't already done so, I would recommend contacting Microsoft Support as this may require more in depth telemetry analysis than can be provided in a forum thread.
