I have RMS 2.0.0151 SP4 and if I go into the Purchase Order section and edit a closed or open PO. I get an "Run-time Error 91: object varible or with block varible not set" It happens on random PO's being open, but not of them. I'd reinstalled RMS and re-apply all patch and still no go. It's only happening on one PC, the others work fine which tells me something is wrong with windows or some dll is not registered correctly.

This sounds like another error with RMS FP1 (which is included in SP4), that was not addressed by SP4. I would suggest starting a support incident with Microsoft to address this problem.
I'm getting this error, too. But just in 1 of 12 locations. I have not installed SP4, though. I have SP3 installed with FP1.
