We have a case at my organisation. We have external consultants and programmers accessing our Terminal Desktop that is within our datacenter.
Whenever a Dynamics NAV consultant or programmer need to change in our existing solution (add code or functionality), they need to load their programmer NAV license file.
They do this by having access to their own c-harddrive in our Terminal Desktop, so they can access the licensefile and load it from their local machine.
BUT this leave our Terminal Desktop solution vurnerable to transfering files infected, or data leaving our solution that is not intended.
My question: How can we prevent this, if the consultant/programmer may not leave a copy of their programmer license file local on our servers? It states that the licensefile must never leave their organisations(Consultant/Programmer company) device at all time.

If they have to program developing solutions) I think that permissions on the file system is a must to have (just for saving files, expoting objects and so on).
You can restrict the permissions in the OS (AD user group) for example by revoking the permission to install programs in the OS.
Regarding the license: to develop, you need partner license. But if your external users are all connected via Terminal Server to your company's servers, you can directly load the company developer license in the NAV service tier and in this way they will never have the needs to change license (so, no license distribution).
This is solely depend on the partner, you need to talk to them in this regards only.
