I want plugin in c# code for creating new record of contact entity. and also insert same record in sql DB using web api

To create a contact in plugin is straight forward. You can use something like this:

Coming to webAPI part, you can create a webAPI to insert record in SQL

However this is on SQL Azure. If you need something for SQL On-Prem then hybrid connection might help:
