I have created a journal line for Prich(price), and I add two items for testing (fig.1).

As an administrator, when I create my purchaser order and add the items, I can see the price is added automatically to the purchase line (fig.2).

But, when I use a user account (like a buyer or seller account), and I create a new purchaser order, the price doesn't display automatically, it's still zero (fig.3).

All parameters are activated like :
Activate all checkbox prices/discounts.
Activate for prices / For sales prices in Storage dimension groups.
Please, What I do to resolve this problem?
