In above link you will find below screen and Upon click we will redirect to respective Android, IOS stores.
IOS store snap:
Once you download the app on mobile then with login cred you can access the dynamic in mobile.

So, I guess, based on this title "Use Dynamics 365 for phones and tablets to run Dynamics 365 Customer Engagement (on-premises) apps" it is NOT available if we only work in the cloud (online), not on-prem?
