Case Record - New email received but not reflected in modified date of case

Why does a new activity added to Case record not update the modified date on the Case record itself?

You would think any changes to child records associated with a parent record would cause the parent record to update as well.
 
As a person monitoring cases, I would like to see when any new activity occurs that affects the case.  Or is there a way for me to pull the new activity and show the related case?
