Do you mean deleting all inactive contacts?
To remove all inactive contact, change the view to Inactive contacts and select all, then click delete button.
To your second question, the global search already meet your needs.
The view of the contacts searched by global search is depend on the "Quick Find Active Contact" view, this view doesn't include Inactive contacts.
