Yes, you can remove inactive contacts and hide them from showing up in search in a CRM system such as Microsoft Dynamics 365.In Microsoft Dynamics 365, you can create a custom view to filter out inactive contacts and then use the "Bulk Delete" function to remove them and You can also use the "Dynamics 365 Customer Engagement" data management tool to create a data deletion job to remove inactive contacts.

Do you mean deleting all inactive contacts?
To remove all inactive contact, change the view to Inactive contacts and select all, then click delete button.
To your second question, the global search already meet your needs.
The view of the contacts searched by global search is depend on the "Quick Find Active Contact" view, this view doesn't include Inactive contacts.
