AX2012 Inventory Movement Workflow restrict Request Change to specific user Only

Hi, good day to all...

Does anyone had tried to restrict the Inventory Management Workflow Request Change to specific user?

This is our scenario:

1st Request will request 10L of Gasoline through Movement Journal and then Submit

2nd Department Head will approved

3rd Requester will go to warehouse and claim the 10L of Gasoline

4th But during refilling only 5L was loaded

5th now the Warehouse in-charge as Final approver will tick Request Change to edit Qty through another personnel.

That is why I would like to restrict the Request Change into specific user for security purpose.

Is it possible?
