Load Building Strategies

I am unable to create or edit the load building strategies. I am getting this error: 

"Unable to View details, no form exists for table 'TMSLoadBuildStrategyClass'."

Is there something in the system I should be enabling to be able to create new or edit the available load building strategies? 

I also tried making a new one and received this error:

"Load building strategy class TMSLoadBuildUTestStrategy does not exist in the system"

    Nope, this is just out of the box. I made a new one but can't edit or anything and when I try to click on "View Details" from the field is when I get the error. 

    Not sure if there is a TMS parameter that I need to turn on to be able to edit or not.

    Hi partner,

    Does the form have any customization? It seems the table does not have the FormRef property
