Customize a D365 BC report (RDLC)

I was reading about updating a report layout. It says that I need Visual Studio. Is there a specific version that I need?, and secondly what is the cost of this, as the only functionality I want is the ability to edit a specific report.

Report

VS can also be used for development, but it is not required. Most developers use VS Code + Microsoft Report builder

But please note that the file extension at this time is rdl, not rdlc. But for BC, it makes no difference.
