Cannot access Inventory Pick form from production formula when warehouse management processes are in use

Working in Dynamics 365 and am getting an error that I never saw in 2012 R3. The error when I try to access the Pick form through the Inventory tab in the Action Pane of a production formula reads: "Warehouse management processes are currently being used. If work lines are not yet registered, you can cancel the created work and any load or shipment lines, and then continue with the picking or shipping process."

There seems to be no rhyme or reason as to when this error appears. I've been able to access this form in the same environment with the same production order setup. It doesn't appear to be consistent with whether or not picking work is generated, what the status of the picking work is, or what the status of the production order is. Does anyone know the root of this issue?

Is the warehouse on the line an advanced warehouse management configured warehouse?
