How to create non-active FSE in historical work orders?

We are going to migrate historical WOs from old CRM to Dynamics. In order to assign field service engineer (bookable resource) to it, he/she needs to be created as a user or contact in D365. What is the best practice to create non-active users (FSE who left the company) in D365? like contacts?
