Changing a user's license type in Test Company

I'm trying to adjust permissions for a user in my system so that he can post item journal adjustments. I'm not sure the right place to do this.

He's listed as a "limited user" and I figured I need to make him a "full user". So I went to our test company and made the change there. When I went back to the main company, his license type now shows "full user". I didn't think changes I made in the test company would revert back to our main company. And I still don't know what the fix is for this. The error message he's receiving is below. Hope someone can help.
