Matching strategy - either update a contact or create a new lead

Is it possible to set a matching strategy on a form that updates a contact if there is an existing contact with the same email address, and if there is not an exsisting contact then a lead will be created?. Also Is this available in either outbound or real time?

    Hi Partner,
    This feature is available in either outbound or real time, but  the settings are not in the same place.
    OBM:
    Go to Settings > Lead management > Form matching(outbound marketing)
    RTM:
    Go to Settings > Customer engagement > Form matching strategy
    However, it can't create a new lead if there is not an exsisting contact, it only can create new contact.
    --In a strategy, we can only select one target entity, either a contact or a lead, which is why it's not possible.

    Thank you Leah. This was the answer I needed; 
    However, it can't create a new lead if there is not an exsisting contact, it only can create new contact.
    --In a strategy, we can only select one target entity, either a contact or a lead, which is why it's not possible.
