Why there are no FK relationships among tables in the RMS DB?
For example Item table has a DepartmentId field that does refer to Department table.

I think this is just a growing pain of coming from Access to SQL Server. Just something that never got changed. To change it now could be fairly catastrophic for the hundreds of add-ins that have been created since that point.
