We also had this question submitted as a support incident, I think this was for you as well, please let me know if you didn't receive a response via email to that incident. I responded to the support incident with the following questions to help us try reproduce this issue and find the cause as I currently have not been able to reproduce this error:
1. Are there already budget numbers entered for this budget?
2. How was this budget entered into the system? If this was imported, can you send me the excel file that was used to import the budget into the system? If it wasn't imported can you give me some details as to how the budget was originally setup?
3. If this is a new budget with no details, can you delete and add the budget again? Do you get the same error?
4. What is your "work date" set to when you go to My Settings (click the gear button in the upper right corner and choose My Settings)?
I will keep an eye out for your response on these questions.
