Installing Customer Insights Journeys taking a long time

I am installing our IUR Customer insights journeys.  The App is now visible, but I get a message Your installation includes the solutions, but not the services, required by the Marketing app. Please contact your admin and ask them to fix this issue by running the Marketing setup wizard as described here: https://go.microsoft.com/fwlink/p/?linkid=2100551
 
The link does not appear to discuss the set up wizard.
 
Aide from that the App seems to be still installing on the Customer Insights Provisioning page and the link to install Customer Insights data is greyed out.
 
Do I just have to wait?
What other services do I need ?

    Yes. If the Customer Insights Journeys app is still provisioning, you must wait until the provisioning completes. While it's running, dependent services and wizards may appear unavailable or greyed out that is normal behavior.
    The message “your installation includes the solutions, but not the services” shows up when the Marketing/Customer Insights services haven’t finished installing or when the setup wizard hasn’t run (because the services are not ready yet). This has been reported in the Dynamics community and is usually due to partial installation. According to Microsoft Learn prerequisites, you must have:
    • A supported Dynamics 365 Customer Insights license (Journeys or Marketing).
    • A full Dynamics 365 environment, not just a Power Apps environment.
    • Permissions: System Administrator, and Azure app registration permissions.
    • “Block unmanaged customizations” disabled.
    no extra add‑on services need to be installed manually.
